(a) No householder or commercial operator shall permit the accumulation upon his or her premises of storable garbage, refuse or recyclables, except in appropriate containers approved by the Village Manager, or the accumulation of any other wastes, except in accordance with any and all applicable State and/or County standards.
(b) All storable garbage and refuse shall be placed in rust-resistant, nonabsorbent and easily washable containers that are covered by closely-fitting lids. All containers shall be washed and, if necessary, treated with a disinfectant as often as required to prevent nuisance conditions. When full, these containers shall not exceed 50 pounds in weight, and they shall be provided in sufficient number to hold all storable garbage and refuse that accumulates between collections. The Village Manager may issue special permits for the use of larger garbage and refuse containers.

(c) The Village Manager shall specify the containers to be used for the storage of recyclables.
(d) Commercial operators who choose not to utilize the collection services provided by the Village shall be required to provide separate containers, appropriately marked, for the storage of recyclables. These containers shall be made available at each service location of the commercial operator.
(e) All containers shall be stored no closer to the front or side-street property line of a building than the greater of either the building setback line prescribed in the Zoning Code or the side of the building facing the street, whichever is more restrictive. The Village Manager may issue special permits for alternative storage sites. The applicable storage standard shall be observed at all times except for 24 hours before and 24 hours after scheduled collection.
(f) Bulk items from residential premises shall be placed for pickup only 24 hours or less before scheduled collection.
(g) Wastes excluded by definition from garbage, refuse or recyclables shall not be placed in containers for garbage, refuse or recyclables. The Village Manager may provide separate disposal facilities for any such wastes or for the special collection thereof.
