(a) Permits. No person shall collect or transport garbage, refuse or recyclables within the Village who does not possess a permit issued by the Village Manager, and no householder or commercial operator shall permit the collection or transportation thereof by any person not possessing such a permit. The permittee shall satisfy the Village Manager that he or she is capable of complying with the requirements of this chapter. The Village Manager may revoke the permit for cause. The Village shall provide for the collection and transportation of all garbage, refuse and recyclables from all single-family premises; and the Village shall contract with only one permittee for such collection and transportation. No person shall collect or transport within the Village any waste materials that are excluded by definition from garbage, refuse, or recyclables who does not possess all permits and/or licenses that may be required by the County and/or State for the collection, transportation and disposal of such materials; and no householder or commercial operator shall permit the collection or transportation thereof by any person not possessing such permits and/or licenses.

(b) Duty to Collect. It shall be the duty of the Village Manager to provide for the collection once each week of all garbage, refuse and/or recyclables from all single-family premises within the Village. It shall be the duty of the Village Manager to offer to provide for the collection once each week of all garbage, refuse and/or recyclables from all multi- family premises and commercial operators within the Village.
(c) Transportation. All garbage, refuse and/or recyclables transported on the streets or other public thoroughfares in the Village shall be in garbage or refuse containers with closely-fitting lids as specified in Section 1060.02(b), or shall be in vehicles that have received a hauling permit for such materials from the County. The transportation of any other waste materials within the Village shall be in containers or vehicles that have received all permits and/or licenses that may be required by the County or State for hauling such materials.
(d) All garbage, refuse and recyclables placed for collection and transportation shall become the property of the Village until they are collected by an authorized hauler, and no other person shall separate, collect, carry off and/or dispose of the same except by the direction of the Village Manager.
