(1) An area map showing all properties within 200 feet of the subject property, the owners, their addresses, and existing uses, and the Hamilton County Auditor's book, plat, and parcel numbers. In the case of a development plan exemption, this requirement may be waived.
(2) For a Development Plan, an engineering and architectural drawing and a narrative description of any construction or structural alteration in sufficient detail to show its height, area, architectural and visual quality, material components, landscaping and screening, paving and parking arrangements, site lighting, signage, and utilities.
(3) For a Development Plan Exemption, a sketch plan approximately to scale, though it need not be to the precision of a finished engineering drawing, clearly showing any proposed construction or structural alteration, landscaping, paving, and parking arrangements.
(4) A detailed written description of any proposed change in use.
(5) A detailed statement showing the impact of the proposal on the surrounding neighborhood including the effect on traffic, environmental considerations, surface water and sewage drainage, soil stability, and visual character.
(6) A detailed description of how community facilities and services, such as schools, fire, police protection services, and recreation facilities are affected by the proposal.
(7) The proposed completion date for the construction, structural alteration or change in use; and
(8) For a Development Plan, its duration.
(b) Within fifteen days of receiving the application, the City Manager shall determine the sufficiency of the application in accordance with the foregoing criteria. If the City Manager determines that the application does not provide the information requested in this section, the City Manager shall reject the application. The City Manager's decision may be supported by such reports, surveys, expert opinions or other data which is deemed relevant.
(c) With the written consent of the owner, the fifteen day review period may be extended to permit the modification of the proposals in the application.
(d) If an application for a Development Plan is determined to be sufficient by the City Manager, the application shall be forwarded to the Planning Commission and the Architectural Review Board for their review in accordance with Section 1133.05. The City Manager shall notify the property owners within 200 feet as identified in the application of the pending application. If there are any items in the application which do not conform to the Zoning Code, such items shall be described in a memorandum to the Commission and the Board.
(e) All applications for Development Plans shall be accompanied by a filing fee determined pursuant to a fee schedule established by City Council, which fees are subject to change from time to time as determined by City Council. The City Manager may require the owner to submit additional copies of the application at any time during the review provided in Section 1133.05.
