1133.05 DEVELOPMENT PLAN REVIEW BY PLANNING COMMISSION.
   (a)    If the City Manager determines that an application for a Development Plan provides the information required by Section 1133.03, the City Manager shall direct the owner to submit thirteen copies of a proposed Development Plan to the Planning Commission.
   (b)    Within forty-five days of receiving the Development Plan, the Planning Commission, after consultation with the Architectural Review Board, shall issue a written report to City Council for approval or disapproval of the plan.
   (c)    With the written consent of the owner, the forty-five day reporting period may be extended to permit the modification of the Development Plan.
   (d)   The Planning Commission may waive or modify any provisions of the Zoning Code other than use regulations or the provisions of Chapters 1185 and 1187, which waiver or modification shall be detailed in the Planning Commission's report to City Council.
   (e)    Before reporting approval of a Development Plan, the Planning Commission may impose such specific requirements as will, in the Planning Commission's judgment, ensure compliance with this chapter with respect to the entire property.
