1133.02 REQUIRED DEVELOPMENT PLAN OR DEVELOPMENT PLAN EXEMPTION.
   (a)    A Development Plan or a Development Plan Exemption shall be required for the following:
      (1)   The construction, structural alteration or change in use of any building other than a single-family dwelling; or
      (2)   The development of other than a single-family dwelling on any undeveloped tract of land in the City other than as developed pursuant to Chapter 1181.
   
   (b)   Neither a Development Plan nor a Development Plan Exemption shall be required for the construction, structural alteration or change in use or the immediate conversion of a building into a single-family dwelling.
   (c)   No zoning certificate or building permit shall be issued until a Development Plan, incorporated into a deed of acceptance, and an ordinance amending the Zoning Code has been approved or until a Development Plan Exemption has been issued by the City Manager.
