§ 170.133 CONSTRUCTION OR REPAIR GENERALLY.
   (A)   No person shall construct or repair any sewer without a permit from the Department of Engineering and Building and in accordance with the specifications established by the City Engineer. A permit shall be issued upon the City Engineer being satisfied that construction will be done in accordance with the city’s specifications. Permits shall be prominently displayed on the construction site. The City Engineer shall charge and collect for such permit a fee as outlined in the fee schedule of the Plumbing Code of the city.

   (B)   The Department of Engineering and Building may make such additional rules and regulations subject to the approval of the Council, pertaining to the making of openings or excavations in streets or alleys, or public rights-of-way, as are necessary to secure the health and safety of the public and for the protection of property, and such rules and regulations shall constitute the standards upon which the permits shall be issued.
