It shall be unlawful for any person, knowing that the substances, devices and/or other instruments enumerated and prescribed in this subchapter, and sections thereof, are being illegally sold, dispensed, furnished, given away, stored, kept or used, to loiter about, frequent or be present in such building, apartment, automobile, boat or place of any description wherein such illegal activity is being carried on, conducted or operated, or wherein such illegal substances, devices and/or instruments prescribed herein are being illegally kept or stored, for the purpose of unlawfully carrying on, conducting or operating any of the illegal activities set forth in this subchapter and sections thereof.
