§ 152.032 TEMPORARY LICENSE.
   (A)   A portable on-site storage unit may be placed upon property within the city based upon the following:
      (1)   Application is filed with the City Engineer’s office along with an application fee of $50 for a temporary license;
      (2)   The applicant submits proof that there is substantial construction or renovation taking place on the property as evidenced by active building permits;
      (3)   For activities other than construction or renovations, the City Engineer determines that such outside storage unit is necessary due to the type of work being conducted and that no other reasonable alternative exists for storage;
      (4)   The portable on-site storage unit is placed on a concrete slab, driveway or other hard surface; and
      (5)   The portable on-site storage unit shall not be placed closer than ten feet from the front property line so as not obstruct the visibility of the traffic or pedestrians.
   (B)   A portable on-site storage unit may be placed upon a public street within the city based on the following:
      (1)   Application is filed with the City Engineer’s office along with an application fee of $50 for a temporary license;
      (2)   The applicant submits proof that there is substantial construction or renovation taking place on the property as evidenced by active building permits;
      (3)   The applicant’s property does not have a driveway, concrete slab or other hard surface that is adequate for placement of the portable on-site storage unit;
      (4)   For activities other than construction or renovations, the City Engineer shall determine if such portable on-site storage unit is necessary due to the type of work being conducted and/or that no other reasonable alternative exists for storage;
      (5)   Must be greater than 40 feet from a corner crosswalk;
      (6)   A portable on-site storage unit placed on the street shall not be greater than one foot from the curb; and
      (7)   The portable on-site storage unit shall not be placed closer than 15 feet from a fire hydrant.
   (C)   The temporary license may be permitted for up to 96 hours on private property. Only one temporary license and one renewed temporary license may be issued in one five-year period, unless causes beyond the control of the property owner necessitate the use of a portable on-site storage unit.
