(A) The Chief of Police shall have power to designate such streets, parts of streets, districts or areas wherein it shall be unlawful for any peddler to operate or conduct his or her business. Such designation shall be made where, by reason of congested traffic conditions or the character of the neighborhood, the conduct of such business would constitute a public nuisance.
(B) No peddler may sell or offer for sale any merchandise on the city streets in the central business district during the annual street fair without receiving the prior approval of the executive committee of the street fair, and having obtained the necessary licenses or permits from the city in the manner so provided.
