It shall be unlawful for any person to transport, have under his or her control, possess or to drink any alcoholic beverages in any park, playground, parking lot or publicly-owned area, as described above in § 97.001 of this chapter; except in the recreation building at Mulberry and Fourth Street by permission of the city’s Public Recreation Commission.
