The City Engineer shall keep an accurate account of the expenses incurred in destroying growths of noxious and injurious weeds, brush or underbrush with respect to each lot or parcel of land entered upon therefor, and shall make a sworn statement of said account and deliver the same to the City Clerk. The Clerk shall present all such accounts to the Council not later than the third Thursday in December of each year in which such labor is performed. The Council shall audit and, if correct, allow such accounts and order the same paid from the General Fund of the city. The sworn statement of the Engineer shall give the date or dates which such noxious or injurious weeds, brush or underbrush were cut, destroyed and removed, and the owner and description of the land involved, the cost of such labor.
