(A) Required. No person, who resides within the city, shall ride or propel a bicycle on any street or upon any public path set aside for the exclusive use of bicycles, unless such bicycle has been registered with the Chief of Police.

(B) Application. A person desiring to register a bicycle shall make application to the Chief of Police.

(C) Fee. A bicycle registration fee of $1 shall be paid to the police department upon applicant’s receipt of the registration certificate and license tag.

(D) Issuance and records.
(1) The Chief of Police, upon receiving proper application therefor, is authorized to issue a registration certificate and bicycle license which shall become the permanent registration number and license number of the vehicle so long as the license remains legible. Whenever a license becomes illegible, application and fees as provided in a new registration shall apply.
(2) The Chief of Police shall not issue a registration certificate or license for any bicycle when he or she knows or has reasonable ground to believe that the applicant is not the owner of or entitled to the possession of such bicycle.
(3) The Chief of Police shall keep a record of the number of each registration certificate and license, the date issued, the name and address of the person to whom issued and the number on the frame of the bicycle for which issued, and shall keep a record of all bicycle registration fees collected by him or her. The Police Department may place numbers on the frames of bicycles which shall be peculiar to the city.

(E) License tag.
(1) The Chief of Police, upon registering a bicycle, shall also issue a license tag bearing the license number assigned to the bicycle, the name of the city and shall contain the word “permanent”.
(2) The Chief of Police shall cause such license tag to be firmly attached to the rear mudguard of the bicycle for which issued, in such position as to be plainly visible from the rear.
(3) No person shall remove a license tag from a bicycle, except in the event the bicycle is dismantled or is no longer operated upon any street or public bicycle path in the city.

(F) Inspection of bicycles. The Chief of Police, or an officer assigned such responsibility, shall inspect each bicycle before licensing the same, and shall refuse a license for any bicycle which he or she determines is in unsafe mechanical condition.

(G) Transfer of ownership. Upon the sale or other transfer of ownership of a registered and licensed bicycle, the new owner, upon proper application and payment of a transfer fee of $0.25, shall have the existing registration certificate and license number transferred to his or her name.
