§ 72.012 RESTRICTION ON PARKING OF CERTAIN MOTOR VEHICLES ON BIDDLE AVENUE AND ON THE SOUTH SIDE OF PERRY PLACE EAST OF BIDDLE AVENUE TO THE DETROIT RIVER.
   (A)   Parking of motor vehicle prohibited. No motor vehicle with a GVW in excess of 10,000 pounds shall park on Biddle Avenue between Emmons Boulevard and Pennsylvania Road and on the south side of Perry Place east of Biddle Avenue to the Detroit River in the city at any time, except as otherwise provided in this section.
   (B)   Exceptions to prohibition of parking vehicles. The following parking of vehicles are permitted and shall not be considered a violation of this section:
      (1)   Any vehicle which is temporarily parked for the purpose of, or while engaged in, the expeditious loading or unloading in the normal course of business;
      (2)   Any vehicle which is parked for the purpose of making an expeditious delivery of a product in the normal course of business;
      (3)   Any motor vehicle which is stopped for the expeditious loading or unloading of passengers;
      (4)   Any vehicle involved in lawful construction activity on Biddle Avenue;
      (5)   Any emergency vehicle which is involved in an emergency run; and
      (6)   (a)   Any other lawful purpose after first obtaining a written permit from the city’s Police Department.
         (b)   Before issuing the permit, the Police Department shall investigate the requested use to determine that it will not encumber traffic or pose a potential danger or hazard to traffic or any neighboring properties.
