§ 72.008 PARKING RESTRICTIONS IN WYANDOTTE GENERAL HOSPITAL PARKING LOTS.
   (A)   Pursuant to the request of those persons in charge of the general operation and control of the parking lots of Wyandotte General Hospital, the following restrictions are to be enforced in the parking lots of Wyandotte General Hospital:
      (1)   No motor vehicle shall be parked or left standing in the hospital lots between the hours of 10:00 p.m. and 6:00 a.m. on any day, subject to the following exceptions:
         (a)   Motor vehicles of authorized hospital personnel;
         (b)   Motor vehicles of authorized visitors to the hospital may park in all hospital lots, except for Lot E during said hours;
         (c)   Motor vehicles of emergency personnel; and
         (d)   Motor vehicles of resident boathouse owners and their guests may park in Lot E only.
      (2)   Only the following motor vehicles are authorized to park in the emergency room parking lot:
         (a)   Motor vehicles of emergency room patients and persons accompanying emergency room patients; and
         (b)   Motor vehicles of the Police and Fire Departments and other emergency vehicles transporting patients to or from the emergency rooms.
      (3)   No hospital employee shall park in the visitor parking Lots B and C during the posted hours for said lots.
   (B)   Any motor vehicle left standing or parking in violation of this section may be towed away at the owner’s expense.
   (C)   The city’s Police Department shall have signs erected in the hospital parking lots which set forth these parking restrictions.
   (D)   Any person violating this section is responsible for a civil infraction and the citation issued may be served by attaching the copy of the citation to the motor vehicle.
   (E)   (1)   The Chief of Police may authorize personnel of Henry Ford Wyandotte Hospital and the Wyandotte School District, respectively, to issue and serve citations for the violation of a city ordinance involving the parking or standing of a motor vehicle in all Henry Ford Wyandotte Hospital and the Wyandotte School District parking lots.
      (2)   This section in no way prevents personnel of the city’s Police Department from enforcing any city ordinance in the Hospital and Wyandotte School District parking lots.
   (F)   In any proceeding for a violation of this section relating to the standing or parking of a motor vehicle, proof that the particular vehicle described in the civil infraction citation was parked in violation of this section, together with proof that the person named in the citation was at the time of such parking the registered owner of such vehicle, shall constitute in evidence a presumption that the registered owner of such vehicle was the person who parked or placed such vehicle at the point where such civil infraction occurred.
