(A) No person shall stop, stand or park a vehicle on that portion of the highway located between the property lot lines and the curb, or edge of roadway, without a permit from the Police and Fire Commission and in compliance with this section.
(B) Permits for parking in business areas shall be issued only for the accommodation of the general public, and shall not be granted for the sole purpose of providing vehicle storage or display space for use by the applicant or other person. The following requirements shall be observed.
(1) Angle parking may be permitted where the space between the established curbline and the outside edge of the sidewalk is not less than 15 feet; perpendicular parking may be permitted where said space is not less than 30 feet. The degree of angle parking shall not be less than 30 degrees.
(2) No person shall park within 20 feet of a crosswalk. Permits shall not be issued if a hazard due to the parking in close proximity of intersections, commercial driveways or alleys is created.
(3) The applicant, upon receipt of a permit, and before parking in the permitted space, shall grade and construct curb and surfacing in accordance with the design and specifications of the City Engineer.
(C) (1) On paved streets in the residential areas, no person shall park a vehicle between the curb and sidewalk, except on a paved driveway apron of sufficient length to prevent the vehicle from overhanging either the sidewalk or the curbline.
(2) Permits shall not be issued if a hazard due to the parking in close proximity of intersections, commercial driveways or alley entrances is created.
(D) (1) As traffic conditions change, indicating that angle parking may be creating a hazard in an area, the Commission may prohibit angle parking and may require that the parking be parallel.
(2) In the event of a major highway change, the permit shall be cancelled forthwith and no liability for recovery of installation costs shall attach to the city therefor.
