§ 70.010 SAFETY BELT USAGE REQUIRED.
   Each driver and front seat passenger of a motor vehicle operated on a street or highway in the city shall wear a properly adjusted and fastened safety belt (unless not required by state law); except that, a child less than four years of age shall be protected by a child restraint system, as required by federal law and state law (M.C.L.A. § 257.710d). Each driver of a motor vehicle transporting a child four years of age or more, but less than 16 years of age in the front seat of the motor vehicle, shall secure the child in a properly adjusted and fastened safety belt. Enforcement of this section shall be accomplished only as a secondary action whenever a driver of a motor vehicle has been detained for a suspected violation of another ordinance or state law.
