Council may recommend non-renewal or revocation of a license to the state’s Liquor Control Commission upon a determination that, based upon a preponderance of the evidence presented at the public hearing, any of the following exists:
(A) Violation of any of the provisions of this subchapter or any other law, ordinance, statute, administrative rules or provisions of the state’s Liquor Control Act, being M.C.L.A. §§ 436.1101 et seq.;
(B) Maintenance of a nuisance upon the premises, including, but not limited to, non- conformance with the standards set forth in this subchapter.
