§ 31.023 OFFICIAL POLICIES.
   A public official or employee shall not make policies affecting the citizens of the city that are not authorized by the City Charter, code of ordinances, City Council, authorized agency of the city or adopted policies of the city.
   (A)   Official policies shall be in writing and made available to the citizens of the city when requested, subject to the Freedom of Information Act Policy of the city, being M.C.L.A. §§ 15.231 et seq.
   (B)   No public officer or employee shall act on behalf of the city in the making of policy statements, in authorizing any action, agreement or contract, or in promising to prevent any future action, when such officer or employee has, in fact, no authority to do so.
