The City Engineer shall keep an accurate account of the expenses incurred in clearing snow and ice with respect to each premises so cleared, and shall make a sworn statement of said account and deliver it to the City Clerk. The Clerk shall present all such accounts to the Council not later than the third Thursday in May of each year. The Council shall audit and, if correct, allow such accounts and order the same paid from the General Fund of the city. The sworn statement of the Engineer shall give the date or dates when such snow or ice was removed, the owner and description of the land involved and the cost of such labor.
