If the occupant of any premises, or the owner of any unoccupied premises, within the area known as the CBD Central Business District as established on the zoning district map of Ch. 190 of this code of ordinances, fails to comply with the provisions of § 174.045 of this chapter, the City Engineer shall assign employees to clear any snow or ice that has fallen or accumulated and has not been cleared away in compliance with § 174.045 of this chapter.
