The Mayor may exempt from some or all of the prohibitions and restrictions imposed in accordance with the provisions of § 93.08 above classes of people whose exemption the Mayor finds necessary for the preservation of the public health, safety and welfare. The declaration shall state the exempt classes and the restrictions from which each is exempted.
