The Emergency Management Agency, under the supervision and control of the Coordinator, shall prepare for and carry out all the emergency functions, including, but not limited to, firefighting services, police services, medical and health services, evacuation of persons and property from stricken areas, emergency transportation, rescue, restoration and operation of municipal public utility services, and other functions related to civilian protection, together with all other activities necessary or incidental to the preparation for and carrying out of the foregoing function.
