If an establishment or vehicle described in Sections 761.01 through 761.07 is not subject to and does not receive inspection services during the first half of any fiscal year, but becomes subject to such services on or after February 1, during the fiscal year, the license fee shall be one-half of the annual license fee set forth in the applicable sections above. The fee shall be due and payable, in advance, upon the first business day on which such establishment or vehicle becomes subject to inspection services.
