11-7-4: IMPROPER OPERATION OF VEHICLE:
For the purpose of protecting the life, limb and property of all persons using any public street or highway in the village, the operation of a motor vehicle upon any public street or sidewalk in the village in such a manner as to cause or produce unnecessary loud, raucous, excessive or unusual noise by the racing of the motor, by lack of a muffler or use of a muffler cutout, by tire friction upon rapid turning or weaving, by spinning of the wheels from standing or slow moving position produced by sudden unnecessary motor acceleration, or by continuous unnecessary sounding of a horn or other signal device shall be deemed and is hereby declared to be and constitute "improper operation of a motor vehicle".
