Any establishment serving the public in motor vehicles from a drive-in window may be required to have an attendant on duty on the premises outside the building for the purpose of preserving order and avoiding vehicular accidents. The chief of police shall order the owner or proprietor of such an establishment to have said attendant on duty when heavy traffic develops or crowds gather on said premises. (1970 Code §29.35)
