The police department of the village is hereby authorized to remove and store any vehicle parked or abandoned in a semipublic or private area during snowstorms, floods, fires or other public emergency or found unattended in the parking area where it constitutes an obstruction to traffic or where stopping, standing or parking is prohibited, and the owner or operator of said vehicle shall pay a reasonable charge for the removal and storage of said vehicle.
