Upon receipt of the application referred to in the preceding section, the health officer shall cause such investigation to be made as in his judgment is necessary for the issuance of the license. If the health officer approves the application and the applicant has paid the license fee required by section 3-1-5 of this code, the village clerk shall issue a license required by this chapter to the applicant.
