No person in the Village, licensed as provided in this chapter, shall keep or harbor any dog or other animal shut up or tied up in any yard, enclosure or on the premises of such veterinary hospital which by barking, howling, bawling or by other noises, shall disturb the peace and quiet of any family, individual or neighborhood.
