7-2-5: BUILDING SEWERS AND CONNECTIONS:
   A.   Permit Requirements:
      1.   No authorized person shall uncover, make any connections with or into, use, alter or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the village.
      2.   There shall be two (2) classes of building sewer permits: a) for residential and commercial service, and b) for service to establishments producing industrial wastes. In either case, the owner or his agent shall make application on a special form furnished by the village. The permit application shall be supplemented by any plans, specifications or other information considered pertinent in the judgment of the village.
      3.   A permit and inspection fee of three hundred dollars ($300.00) for a residential, commercial or industrial building sewer permit shall be paid to the village at the time the application is filed.
      4.   The industry, as a condition of permit authorization, must provide information describing its wastewater constituents, characteristics and type of activity.
   B.   Conditions Of Permit Issuance And Sewer Connection: A building sewer permit will only be issued and a sewer connection shall only be allowed if it can be demonstrated that the downstream sewerage facilities, including sewers, pump stations and wastewater treatment facilities have sufficient reserve capacity to adequately and efficiently handle the additional anticipated waste load.
   C.   Discharge Into System 1 : All disposal by any person into the sewer system is unlawful except those discharges in compliance with federal standards promulgated pursuant to the federal act and more stringent state and local standards.
   D.   Costs To And Liability Of Owner: All costs and expense incident to the installation and connection of the building sewer shall be borne by the owner. The owner shall indemnify the village from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.
   E.   Separate Services Required; Exception: A separate and independent building sewer shall be provided for every building; except, that where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, court, yard or driveway, the building sewer from the front building may be extended to the rear building and the whole considered as one building sewer.
   F.   Use Of Old Building Sewers: Old building sewers may be used in connection with new buildings only when they are found to meet all requirements of this chapter. This determination will be made upon examination and test by the village, all costs to be borne by the applicant.
   G.   Construction Specifications:
      1.   The size, slope, alignment, materials of construction of a building sewer, and the methods to be used in excavating, placing of the pipe jointing, testing and backfilling the trench, shall all conform to the requirements of the building and plumbing codes 2 or other applicable rules and regulations of the village. In the absence of code provisions or in amplification thereof, the materials and procedures set forth in appropriate specifications of the American Society of Testing Materials, Water Pollution Control Federation Manual of Practice No. 9, and Standard Specifications for Water and Sewer Main Construction in Illinois shall apply.
      2.   The building sewer shall be brought to the building in accordance with village ordinances and subsection C of this section.
   H.   Excavations: All excavations for building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the village.
   I.   Connection To Public Sewer: The connection of the building sewer into the public sewer shall conform to the requirements of the building and plumbing codes 3 or other applicable rules and regulations of the village or the procedures set forth in appropriate specifications of the American Society of Testing Materials, "Water Pollution Control Federation Manual Of Practice No. 9", and "Standard Specifications For Water And Sewer Main Construction In Illinois". All such connections shall be made gastight and watertight. Any deviation from the prescribed procedures and materials must be approved by the village before installation.
   J.   Surface Water Drainage 4 : No person(s) shall make connection of roof downspouts, exterior foundation drains, areaway drains or other sources of surface runoff or ground water to a building sewer or building drain which in turn is connected directly or indirectly to a public sanitary sewer.
   K.   Inspections: The applicant for the building sewer permit shall notify the village when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the supervision of the village representative. (Ord. 83-20, 9-27-1983)
   L.   Cash Bond Required For Sewer Excavation Work:
      1.   Any person who shall perform excavations for sewer installation or improvement, or any other such construction purpose, shall be required to deposit a cash bond in the sum of two thousand five hundred dollars ($2,500.00).
      2.   Any person who shall perform excavations for sewer installation or improvement, or any other such construction purpose, shall have a limit of ten (10) days, from the start of such work, to refill all ditches, trenches or other excavations, and restore any streets, sidewalks, parkways, or other public property disturbed in the course of the work, in a manner satisfactory to the village.
      3.   Failure to complete the excavations and restoration of public property within ten (10) days shall result in forfeiture of the two thousand five hundred dollar ($2,500.00) cash bond, and the village shall have the authority to cause any ditch, trench, or excavation to be refilled or repaired. However, nothing in this subsection shall relieve any person of the responsibility and obligation to complete all excavations for sewer installation or improvement, or any other such construction purpose, pursuant to all applicable code and time requirements.    M.   Demolition Of Existing Structures:
      1.   Any person who shall perform construction work for the purpose of demolishing and/or removing existing buildings or structures shall submit a demolition plan to the superintendent of public works that:
         a.   Shows existing elevations before construction; and
         b.   Shows location of existing sewer and water lines that will be abandoned as a result of the demolition work.
      2.   All new sewer lines for single-family structures shall be constructed to within one pipe length of the main line.
      3.   Commercial sewer lines may still be able to be accepted after televising the sewer service to verify the condition.
      4.   If existing building or structure sewer is not intended to be used, it will be abandoned as close to the main line as possible by use of an expandable plug.
      5.   Before demolition work begins, it will be required that a licensed plumber abandon the existing water service at the point of the water main as instructed by the water department.
      6.   The superintendent of public works, or any person under his direction and control, is authorized to enter upon all properties where demolition work is being performed for the purpose of inspection, observation, and review of village code requirements with contractors in accordance with the provisions of this chapter.
