6-4-8: STREETS AND ALLEYS:
   A.   Major Streets Generally: Wherever a subdivision embraces a major street, as shown on the major street plan, such major street shall be platted in the location and of the width indicated on the major street plan. (1970 Code §35.29)
   B.   When Secondary Streets Required: Secondary streets shall be included when it is apparent that sufficient traffic will flow from the minor streets within the subdivision and that such traffic will need to be channeled in control of the number of access points to the major street. (1970 Code §35.30)
   C.   Street Layout Generally: The street layout shall be devised for the most advantageous development of the entire neighborhood area. Where necessary to the neighborhood pattern, existing principal streets in adjoining subdivisions shall be continued and shall be at least as wide as such existing streets and in alignment with them. The street layout shall provide for the future projection of the principal streets into unsubdivided adjoining lands. (1970 Code §35.31)
   D.   Minor Street Layout: Minor streets shall be so laid out that their use by through traffic will be discouraged. (1970 Code §35.32)
   E.   Number Of Minor And Major Street Intersections: There shall be a minimum number of intersections of minor streets with major streets. (1970 Code §35.33)
   F.   Marginal Access Streets: Where a subdivision has frontage on a major street, as shown on the major street plan, or on a super highway or other high volume trafficway and where it is not feasible to have the lots back to such high volume streets, provision shall be made for marginal access streets. These marginal access streets shall be approximately parallel to and on each side of the major street right of way and separated from such right of way by a strip of land at least ten feet (10') wide. Separation strips may be provided with screen planting, but such planting shall be so placed that it does not obstruct vision at intersections. (1970 Code §35.34)
   G.   Street Authorized Adjacent To Railroads, Waterways, Major Streets: Where a subdivision borders on or contains a railroad right of way, waterway or major street, the real estate development board may require a street approximately parallel to and on each side of such right of way or major street, at a distance suitable for appropriate use of the intervening land. Such distance shall also be determined with due regard for the requirements of approach grades and future grade separations. (1970 Code §35.35)
   H.   Streets At Business Centers: In front of areas zoned or designed for commercial use, the street width and the roadway width shall be increased on the side or sides on which the property for commercial use is located by a merging lane at least fifteen feet (15') wide. This is to ensure the free flow of traffic without interference by vehicles entering or leaving parking areas. This is not a parking space requirement and shall in no way affect or diminish requirements by the zoning ordinance or otherwise for off street parking facilities; nor shall fulfillment of this requirement and its acceptance by the real estate development board be deemed approval or endorsement of any change in zoning necessary for such commercial use.    I.   Alleys: Paved rear alleys not less than twenty feet (20') wide will be required in all business and industrial districts or subdivisions, except where special conditions make alleys impracticable; in such cases adequate off street loading space, suitably surfaced, shall be provided. Dead end alleys shall be avoided, or, if provided, a turnaround shall be included. In general, alleys will not be approved for residential districts of subdivisions. (1970 Code §35.37)
   J.   Half Streets: Half streets shall be permitted only under exceptional circumstances. (1970 Code §35.38)
   K.   Grades: Street grades shall conform in general to the terrain and shall be not less than one-half of one percent (0.5%) nor more than five percent (5%). Street grades shall be such as to provide natural surface drainage of storm water regardless of the presence or absence of storm sewers. The intent is to avoid depressions or inverts that will flood in flash storms for which storm sewers are inadequate. (1970 Code §35.39)
   L.   Cul-De-Sacs: Cul-de-sacs shall not exceed four hundred feet (400') in length and shall have a turnaround not less than one hundred twenty feet (120') in diameter of right of way and pavement diameter of ninety feet (90') at the closed end. (1970 Code §35.40)
   M.   Right Of Way Widths: The minimum right of way widths for streets, alleys and crosswalk ways shall be:

   O.   Minimum Curvatures: The minimum of curvatures of streets on the centerline shall be:

   P.   Tangent Between Reversed Curves: Between reverse curves on major and secondary streets there shall be a tangent at least one hundred feet (100') long. (1970 Code §35.44)
   Q.   Angle Of Intersections: Street intersections shall be at right angles or nearly so. Where, because of topographic or other reasons, an intersection cannot be at right angles, such intersection shall be so designed as to ensure safety. (1970 Code §35.45)
   R.   Curb Radii: Curb radii shall not be less than twenty feet (20'). Where an angle of intersection less than sixty degrees (60°) is permitted, curb radii shall be increased as necessary for safety. (1970 Code §35.46)
   S.   Improvement Of Roadways: The subdivider shall, at his own expense, improve all streets with a minimum of nine inches (9") base and a bituminous concrete wearing surface of no less than two inches (2") in thickness; provided, however, that the president and board of trustees may impose more stringent specifications for through streets within or adjoining a subdivision as a condition precedent to accepting any subdivision plat.
