None of the provisions of this title pertaining to permission, surety, fees, acceptances and approval shall be construed as exempting subdividers, general contractors, sidewalk contractors, cement contractors, sewer builders, drain layers, electrical contractors, electricians or any other contractor or craftsman from any other ordinance or regulation of the village with respect to licenses, fees, surety, inspection or other control.
