It shall be unlawful to sell or offer for sale or to lease for any time exceeding five (5) years any lot, block or parcel within the village or contiguous unincorporated territory not more than one and one-half (11/2) miles beyond the corporate limits of the village and not included in any other municipality unless a plan has: a) been recorded with the office of the appropriate county recorder prior to the effective date hereof, or b) been approved by the real estate development board of the village and been recorded in compliance with these regulations except as otherwise herein provided.
