In order to provide reasonable requirements for public streets, community facilities and other public grounds; in order to provide for the health, safety, comfort and conveniences of the residents of the village and contiguous territory; and in order that developers of land may have a procedural guide; the regulations contained in this title establishing reasonable standards of design and procedure for subdivisions and for resubdivisions of unimproved land and of areas subject to redevelopment within the village and contiguous unincorporated territory are hereby adopted.
