It shall be the duty of the village collector to collect all license and permit fees and other monies payable to the village. He shall generally do and perform such other duties as may be required of him by the president and board of trustees and the provisions of this code or other ordinances of the village. The village collector shall charge a fee of twenty five dollars ($25.00) to the presenter of each check which is presented to the village and subsequently returned to the village for insufficient funds, account closed, refer to maker, or similar reasons.
