1-7-3: SPECIFIC DUTIES:
   A.   Corporate Seal; Records:
      1.   In addition to the duties now imposed upon the village clerk by state law, he shall affix the corporate seal to all papers which shall require it. He shall also sign and issue all licenses and permits, in compliance with the provisions of this code or any other ordinance of the village, or as so ordered by the president and board of trustees or other proper officer of the village.       2.   The village clerk shall be the custodian and keeper of the corporate seal and of all the books, records, ordinances and papers of the village except as otherwise provided by state law or any provisions of this code or any other ordinance of the village. (1970 Code §2.20)
   B.   Record Licenses: The clerk shall keep a full record of all licenses granted, transferred or revoked by the board of trustees or the president, or under their authority, with the date that the same were granted, transferred or revoked, and if revoked, the cause therefor, with the number thereof, and the full name and residence of applicants for such licenses, in a book to be kept by him for that purpose, and where bonds are required, the names of the bondsmen or sureties.    C.   Petitions, Bids, Communications, Documents:
      1.   Receive And Read: All petitions, remonstrances, bids, bills or other communications addressed to the president and board of trustees shall be received by the village clerk and transmitted to the president and board of trustees. (1970 Code §2.16; amd. 1995 Code)
      2.   Numbering And Issuing Receipts: Any and all documents required by the laws of the state, the provisions of this code or any other ordinance of the village to be filed with the village clerk, or in his office, consisting of petitions, remonstrances, bills or other communications, as provided in subsection C1 of this section, and including all petitions for any and all purposes, bids, resolutions and communications requiring official action by village officers or departments, and special and general ordinances approved by the president and board of trustees, shall be received by the village clerk in his office, in the village hall and immediately stamped with the hour, date and year and duly numbered in order of the receipt thereof, and only during the hours prescribed by the provisions of this code or other ordinances of the village for the office of the village clerk to be open for business, in the manner and form as set forth and in no other manner whatsoever.       3.   Compliance Required: No document, petition, remonstrance, bid, bill or communication required to be filed by subsection C1 of this section, or any petition, notice or other document required to be filed by the laws of the state, the provisions of this code or any other ordinance of the village, including proposed resolutions or ordinances, or for the consideration of the president and board of trustees or board of local improvements, of official business, or for seeking, requiring or requesting official action of any village board, department or officer, shall be filed and received except in the manner and form as required and set forth in subsection C2 of this section, and not otherwise, to be effective and to comply and be in accordance with the provisions of such subsection.    D.   Deliver Resolutions And Ordinances:
      1.   The village clerk shall, without delay, deliver to the officers of the village, and to all committees of the board of trustees, all resolutions and communications referred to such officers or committees by the president and board of trustees. (1970 Code §2.17)
      2.   The village clerk shall, without delay, deliver to the president of the board of trustees all ordinances or resolutions under his charge which may require approval or other action by the president, with all the papers on which the same were founded. (1970 Code §2.18)
   E.   Notification Of Election Or Appointment: It shall be the duty of the village clerk, within five (5) days after the result of any election is declared or appointment made, to notify all persons elected or appointed to any office, of such election or appointment. (1970 Code §2.19)
   F.   Providing For Official Register And Official Receipts: The village clerk shall prepare and keep a book of entry to be known as the village clerk's register, in which the village clerk shall regularly enter, in order of the receipt thereof, any and all documents required by the laws of the state, provisions of this code or any other ordinance of the village to be filed with the village clerk, or his office, including all petitions for any and all purposes, bids, resolutions, communications requiring official action by the village officers or departments, special and general ordinances approved by the president and board of trustees, as above enumerated, noting or stamping thereon the hour, date and year each document is so received and the corresponding number placed thereon as filed; and the village clerk shall simultaneously immediately issue a receipt over his official signature for each and every document filed, as herein required, which shall likewise show the number, the hour, date and year of the filing or presenting of the same and the name of the person, or whomsoever shall file and present the same.    G.   Record And Proof Of Ordinance: The clerk shall record, in a book used exclusively for that purpose, all ordinances passed by the president and board of trustees. Immediately following each ordinance, the village clerk shall make a memorandum of the date of passage and of the publication and posting, where required, of the ordinance. This record and memorandum, or a certified copy thereof shall be prima facie evidence of the contents, passage and of the publication or posting of ordinances. (1970 Code §2.25)

   I.   Other Duties: The village clerk shall generally do and perform such other duties as may be required of him by the president and board of trustees and the provisions of this code or other ordinances of the village. (1970 Code §2.24; amd. Ord. 97-8, 4-7-1997)
