4-2A-1: PURPOSE AND DEFINITION:
   A.   The stated purpose of this chapter is to provide a fair and efficient enforcement of building code violation(s) as may be allowed by law, through an administrative adjudication of violation(s) of municipal ordinances regulating buildings within the geographic boundaries of this municipality and a schedule of uniform fines and penalties and authority and procedures for collection of unpaid fines and penalties. This chapter is intended to provide for certain offenses which, since they can be remediated quickly, require an expedited disposition. This chapter is not intended to supersede relevant provisions of the Illinois municipal code (the "code"), 65 Illinois Compiled Statutes 5/11-31-1 et seq., defining which offenses may be adjudicated pursuant to this chapter.    B.   For purposes of this chapter, "violation" or "building code violation" shall be limited to the following:
      1.   A violation of a village building code ordinance that requires, after notice, the cutting of weeds, the removal of garbage and debris, the removal of inoperable motor vehicles, or the abatement of nuisances from private property.
      2.   A violation of a village building code ordinance that establishes sanitation or other health and safety standards that are applicable to structures within the village.
      3.   A violation of a village fire code ordinance dealing with construction of, or fixtures, equipment or similar features located in or on a building.
      4.   In the event a citation issued pursuant to this chapter conflicts with the code, that shall not affect the validity of the citation. (Ord. 03-08, 4-15-2003)
   C.   For purposes of this chapter, the following terms shall have the following definitions:
   CONTRACTOR: The contractor or individual performing work with respect to improvements or rehabilitation of buildings.
   OWNER: The legal or beneficial owner of a structure at the address cited for a violation.
   RESIDENT: The resident of a particular unit within a multiresidence building. (Ord. 02-20, 12-3-2002)
