Peddlers and Solicitors
711.01    Definitions.

   711.01  DEFINITIONS.
   As used in this chapter:
   (a)   “Peddler” means any person who carries with him for the purpose of sale and immediate delivery, from house to house, goods, wares, merchandise or personal property of any nature whatsoever.
   (b)   “Canvasser” or “solicitor” means any person, whether a resident of the Village or not, traveling either by foot, motor vehicle or any other type of conveyance, from place to place, from house to house, or from street to street, taking or attempting to take orders for the sale of goods, wares, merchandise, furnished or performed in the future.

   711.02 LICENSE REQUIRED.
   No peddlers, canvasser or solicitor shall engage in such business within the corporation limits of the Village without first obtaining a license therefor and complying with the provisions of this chapter.

   711.03 LICENSE EXCEPTIONS.
   The licensing provisions of this chapter shall not apply to a person making delivery of goods, wares or merchandise theretofore sold by an establishment having a permanent place of business; or to a person soliciting the purchase of goods, wares, merchandise or gifts for or on behalf of any educational, civic, religious or charitable organization.

   711.04 LICENSE APPLICATION.
   Applicants for licenses under this chapter must file with the Police Chief a sworn application, in writing, on a form to be furnished, which form shall give the following information:
   (a)   The name and description of the applicant;
   (b)   The permanent home address and local address of the applicant; if any;
   (c)   A brief description of the nature of the business and the goods to be sold;
   (d)   If employed, the name and address of the employer, together with credentials establishing the exact relationship;
   (e)   The length of time the privilege to do business is desired; and
   (f)   A statement as to whether or not the applicant has been convicted of any crime, the nature of the offense, and the punishment or penalty assessed therefor.

   711.05 LICENSE FEE, TERM AND RENEWALS.
   If the character and business responsibility of the applicant are found to be satisfactory, the Police Department shall issue a license upon the payment of a fee of twenty-five dollars ($25.00) which shall entitle the applicant to engage in business for a period of thirty consecutive days; thirty dollars ($30.00) for a period of ninety consecutive days; or an annual license upon the payment of fifty dollars ($50.00). The monthly license may be renewed for another thirty consecutive days upon the payment of a renewal fee of twenty-five dollars ($25.00).

   711.06 HOURS REGULATED; DAYS PROHIBITED.
   All business done under a license issued under this chapter shall be conducted between the hours of 10:00 a.m. and 5:00 p.m. weekdays. No business shall be conducted on Saturday, Sunday or on the following holidays: New Year’s Day, Memorial Day, July 4, Labor Day, Thanksgiving Day, or Christmas Day.
