A. Commission Membership: The commission shall be comprised of six (6) members plus an appointed chair. All members shall be residents of McHenry County. Two (2) at large members and the chair shall be appointed by the mayor with the advice and consent of the city council. The remainder of the commission shall include one representative selected by and from each of the following community based constituent groups upon consent of the city council:

Judith Svalander School of Ballet
Theatre 121
Woodstock Fine Arts Association
Of the three (3) members and the chair appointed by the mayor with the advice and consent of the city council, none may be members of the governing boards of the above constituent groups.
B. Term Of Office: The term of office for all members, including the chair, shall be for three (3) years.
C. Vacancy: Any vacancy shall be filled by appointment by the initial appointing authority with the consent of the city council, but only to the unexpired portion of the vacated term.
D. Chair: The chair shall be appointed by the mayor with the advice and consent of the city council in May of each year. It shall be the duty of the chair to conduct all meetings of the commission and to represent the commission at city council meetings as from time to time may be necessary.
E. Vice Chair: The commission shall elect a vice chair from among its membership at the first meeting of each year.
F. Secretary: The opera house director or designee shall serve as secretary and maintain minutes and records of regular and special meetings and regularly provide such records to the city council.
