2.1.5: GENERAL PROVISIONS ESTABLISHED:
   A.   The city shall provide all reasonable assistance to all established boards and commissions in furtherance of the prescribed duties set forth by Illinois Compiled Statutes or the chapters of this title.
   B.   Neither board or commission nor any member of a board or commission shall give direction to any member of the city staff unless otherwise established by Illinois Compiled Statutes and thereby identified in the respective chapter of this title.
   C.   All requests for assistance are to be conveyed to the city manager or the designated agent of the city as specifically set forth in the chapters of this title.
   D.   Necessary assistants, consultants, or advisors may be employed at the discretion of the city manager or as otherwise provided by the city council.
   E.   All recommendations of an established board or commission shall be referred to the city council for consideration and implementation unless otherwise prescribed by Illinois Compiled Statutes.
   F.   Neither board or commission nor any member of a board or commission shall have the authority to make any expenditure, or cause to be made any purchase or contract, that directly or indirectly results in a financial liability or lien against the city, without the express prior approval of the mayor and city council unless otherwise established by Illinois Compiled Statutes and thereby identified in the respective chapter of this title.
   G.   In the event the provisions of the Illinois Compiled Statutes/Illinois municipal code and the provisions of this title conflict, the Illinois Compiled Statutes/Illinois municipal code shall apply. (Ord. 08-O-68, 11-4-2008)
