2.1.3: GENERAL MEETINGS:
   A.   Each established board and commission shall hold regular meetings as prescribed in the chapters of this title and in no case, less than once each year.
   B.   Special meetings of each established board and commission may be called if deemed necessary by the chair or a majority of the members of the respective board or commission.
   C.   For the purposes of conducting business, the quorum for each established board and commission shall be a simple majority of the board members or commissioners currently appointed and serving.
   D.   Attendance or absence of board members or commissioners shall be recorded in the minutes of every regular and special meeting of every established board and commission. The absence of any appointed member from three (3) consecutive meetings shall be cause for removal by the mayor.
   E.   Approved minutes of all regular and special meetings of each established board and commission shall be provided to the city council in a timely fashion.
   F.   All regular and special meetings of each established board and commission shall be held in compliance with the Illinois open meetings act.
   G.   Except in cases of emergencies, all notices for meetings, including those for special, nonemergency meetings, shall be provided at least forty eight (48) hours prior to the time set for the meeting and in the manner required by the open meetings act. It shall be the responsibility of the city manager or designee to provide such notice. (Ord. 08-O-68, 11-4-2008)
   H.   The public shall be permitted to comment before each board in the same manner as provided in section 1.5.8 of this code except that for any public hearings, the public shall have the right to participate in the hearing in the manner established by the chair of that board.
