2.1.2: GENERAL MEMBERSHIP, TERMS, OFFICERS:
   A.   The members of all established boards and commissions shall be appointed by the mayor with the advice and consent of the city council.
   B.   All members, including the chair, of each established board and commission shall be voting members of the respective board or commission.
   C.   The specific number of members for each established board and commission shall be as prescribed by Illinois Compiled Statutes or the chapters of this title.
   D.   The specific terms of members for each established board and commission shall be as prescribed by Illinois Compiled Statutes or the chapters of this title.
   E.   The terms of members of all established boards and commissions shall expire on April 30 in the year of expiration or until such time as a successor is appointed by the mayor with the advice and consent of the city council.
   F.   The members of all established boards and commissions may succeed themselves.
   G.   The members of all established boards and commissions shall serve without compensation.
   H.   The members of all established boards and commissions may be revoked by a majority vote of the city council or by the mayor with the advice and consent of the city council.
   I.   The members of all established boards and commissions shall not be in violation of any provisions of this code and shall not have any outstanding or delinquent debt owed to the city. The presence of such a violation or debt may be grounds for revocation.
   J.   All vacancies on established boards and commissions, whether created by death, resignation, or removal, shall be filled through appointment by the mayor with the advice and consent of the city council, but only for the unexpired portion of the vacated term.
   K.   All members of boards and commissions are subject to all of the city's ethics rules including the gift ban act, the rules regarding prohibited political activities and any other prohibitions relating to contracting with the city.
   L.   Any member of an established board or commission having a personal or professional pecuniary interest in an application before the body in public hearing status shall recuse and disengage from any participation as a member.
   M.   The chair of each established board and commission shall be appointed by the mayor with the advice and consent of the city council unless otherwise established by Illinois Compiled Statutes and thereby identified in the respective chapter of this title.
   N.   The chair of each established board and commission may be revoked at the sole discretion of the mayor unless otherwise established by Illinois Compiled Statutes.
   O.   A vice chair shall be elected by the appointed members of each established board and commission from among its respective membership at the first meeting of each year, and herein defined as the first meeting after the beginning of each fiscal year.
   P.   A secretary responsible for maintaining minutes and records of all regular and special meetings of each established board and commission shall be designated as prescribed in the chapters of this title. (Ord. 08-O-68, 11-4-2008)
