4.13.4: REGISTRATION REQUIRED FOR CERTAIN RENTAL UNIT OWNERS:
   A.   Registration Required After Two (2) Findings Of Violation In Six (6) Months: Any rental unit owner who has been found or adjudicated liable (or who has otherwise accepted liability) of two (or more) violations of the City's code (related to an individual rental unit or building) within the preceding six (6) month period must register with the City. Any six (6) month period shall be calculated starting from the date of citation issuance, and not from the date of the finding of liability. 1
   B.   Registration Required After Owning A Dwelling Unit Unfit For Human Occupancy: Any rental unit owner who has been found or adjudicated liable (or who has otherwise accepted liability) of owning a dwelling unit that is unfit for human occupancy under the IPMC, Section 108.1.3 (as may be amended) must register with the City. 2
   C.   Affiliated Business Entities Must Also Register: A rental unit owner who is required to register under this provision must also ensure that all affiliated business entities of that rental unit owner also register under each of those business names so that the City can identify all rental units for which that individual or entity is responsible.
   D.   Deadline For Registration: A rental unit owner who is required to register must do so within thirty (30) days of receiving a notice from the City of their obligation to register (and to register any affiliated business entity as required by this section). In the event a rental unit owner appeals to the Circuit Court the relevant finding or adjudication of liability made by the City's Code Hearing Officer, then the time-period for registering shall be extended either until a judgment finding liability is issued by the Circuit Court or the appeal is otherwise dismissed or no longer pursued by the rental unit owner.
   E.   Required Registration Information: At a minimum, each rental unit owner must provide the following information to the City:
      1.   Name, address, and contact information of rental unit owner. If the rental unit is owned in any manner by a non-individual, such as through a partnership, corporation, LLC or trust, contact information for a responsible party must be included.
      2.   Name, address, and contact information of designated local contact, if any. statement authorizing the City to serve notice on the local contact of any matters related to this chapter and to enforcement of the City's Code of Ordinances.
      3.   At least one local twenty four (24) hour property contact information for an available rental unit owner if someone other than the rental unit owner or local contact. This contact person must be able to contact the rental unit owner or local contact in case of an emergency.
      4.   Address of each rental unit in the City owned or controlled by rental unit owner (and any affiliated entity) and Property Identification Number (PIN) for each property. Identification and address of any rental units owned or controlled by any affiliated entity of rental unit owner clearly identifying such rental units and ownership name.
      5.   Number of individual rental units within a building, if more than one.
      6.   Any other information as requested by the City.
   F.   Termination Of Obligation To Register: There is no ongoing obligation to repeatedly register once the required information has been provided to the City. (Ord. 22-O-46, 9-6-2022)
