4.13.1: PURPOSE:
This chapter is intended to regulate the maintenance and code compliance of rental property within the City and improve the accountability of owners and tenants of rental housing having frequent or recurring code violations in order to:
   A.   Help ensure a safe and livable rental housing stock in the City;
   B.   Protect public health, safety and welfare of the citizens of the City;
   C.   Protect the character and stability of residential neighborhoods and areas;
   D.   Correct and prevent housing conditions that adversely affect or are likely to adversely affect the life, safety, general welfare and health, including the physical, mental and social well-being of persons occupying rental dwellings; and
   E.   Preserve the value of land and buildings throughout the City, and thus protect the City's tax base.
Nothing in this chapter is intended to replace or supersede the State of Illinois' regulation of real estate agents or those licensed for property leasing. (Ord. 22-O-46, 9-6-2022)
