7.3.3: PERMIT REQUIREMENTS:
   A.   General:
      1.   No plumbing work, including a connection to the public sewer or water pipes, or the construction of a private sewer shall be done without a permit to do so from the inspector of plumbing.
      2.   Before issuing such a permit, an application shall be filed with the deputy city manager for community and economic development. All applications shall be in writing on forms provided by the city. The application shall be signed by the owner of the premises on which work is to be done, or by his agent. Each application shall be accompanied by a complete and legible set of plans and specifications for the work to be done, and in lieu thereof such written description or information as shall be acceptable to the inspector of plumbing.
      3.   Each application shall be accompanied by a fee established by the city council. Only city employees shall make taps to sewers over fifteen inches (15") in diameter. Any person or contractor shall be required to evidence a certificate of insurance protecting the city from any liability in connection with any work to be performed on city property. Any person or contractor opening any street or public way shall pay a fee of one hundred dollars ($100.00) and a deposit in the sum of one hundred dollars ($100.00).
      4.   If upon such application it appears that the applicant has conformed to all the necessary requirements and that the premises and plumbing fixtures and appliances therein contained are entitled to be connected to the public sewer or water pipes, the required permit shall be issued to the applicant. No applicant owing money to the city for fees required by this chapter, either for work described in any application or for any previous work performed or inspections made, shall be granted a permit for further work.
   B.   Changes In Plans: Any changes or modifications in the proposed plumbing work shall be considered as new work and no changes or modifications shall be installed without an additional permit.
   C.   Expiration Of Permit: If the plumbing work is not commenced under any permit within six (6) months after the issuance of the permit, and if the work is not thereafter satisfactorily completed, such permit shall be considered as having expired. (Ord. 10-O-51, 11-16-2010)
