A. It shall be unlawful for any person to engage in the business of installing electric conductors to be used for light, heat or power, or to engage in the business as an electrical contractor before complying with the rules and regulations herein set forth; provided, however, that if such person is registered in another city or village located within the state, with a legally appointed electrical commission, then such electrical contractor shall be required to register, only for the period covered by his certificate, to the city.
