No construction or alteration operations shall be conducted before the hour of seven o'clock (7:00) A.M. or after the hour of nine o'clock (9:00) P.M. Monday through Saturday, or before the hour of ten o'clock (10:00) A.M. or after the hour of five o'clock (5:00) P.M. on Sundays or legal holidays, if such operation by its nature will alarm or disturb another or create a disturbance of the peace.
