6.2.2: PERMIT REQUIRED:
   A.   Any individual, organization, association, or user group may utilize any park facilities, athletic facilities, and recreational facilities without paying a fee or obtaining a permit. However, such use will be considered to be nonexclusive and the individuals, organization, association, or user groups will be required to vacate their use of the City's facilities when there is a conflict with any scheduled and reserved activity. The City will not provide any special facilities maintenance or preparation for events and activities that have not been issued a permit for exclusive use. Such user groups shall be required to comply with all other provisions of this Code pertaining to public parks and playgrounds and shall be required to comply with all rules and regulations established by the City. This shall include, but not limited to, police supervision, City park hours, prohibited acts, fees for the use of the Municipal pool, fees for participation in City recreation programs and leagues, and payment of other fees that may be charged by the City to all participants in a program.
   B.   No individual, organization, league, association, or user group shall be permitted the exclusive use of any City park facility, athletic facility, or recreational facility without first applying for and securing a permit from the City. Such applications must be made in writing, upon forms provided by the City and submitted to the Recreation Department of the City. The user group shall be required to submit the appropriate membership information at the same time as the application is submitted, necessary for the City to determine the user group type and classification. The City reserves the right to reject applications that do not include the necessary membership information.
   C.   The City reserves the right to approve or reject any application submitted for the exclusive use of any City facility. Applications may be rejected by the City due to scheduling conflicts, maintenance needs, field closures, unsafe or unacceptable field conditions, incomplete information with the application, other activities within a park that may be in conflict with the requested use, lack of payment, past performance of the user group, or other similar items.
