6.2.1: DEFINITIONS:
   ADULT USER GROUP: Any user group where the "majority", defined as more than fifty percent (50%), of the participants are eighteen (18) years of age or more, at the time of application for a park use permit.
   NONRESIDENT USER GROUP: Any user group where less than sixty five percent (65%) of the total participants of the group are residents of the City of Woodstock, at the time of application for a park use permit.
   ORGANIZATION: Any business, club, lodge, league, association, or group of persons, whether incorporated or unincorporated, whether formed for a single or multiple purpose.
   PUBLIC FACILITIES: Any City-owned personal property, located on any City-owned land or any public right-of-way including, but not limited to, benches or seating of any sort, tables, or portable toilets.
   PUBLIC GROUNDS: Any City-owned land or structure and any City- owned or City-controlled right-of-way except for public sidewalks and streets.
   RESIDENT USER GROUP: Any user group where sixty five percent (65%) or more of the total participants of the group are residents of the City of Woodstock, at the time of application for a park use permit.
   USER GROUP: Any business, club, lodge, league, association, or group of persons, whether incorporated or unincorporated, whether formed for a single or multiple purpose, which has received approval from the City of Woodstock for the exclusive use of a specific park facility, athletic facility, or recreational facility.
   YOUTH USER GROUP: Any user group where the "majority", defined as more than fifty percent (50%), of the participants are under the age of eighteen (18) years of age, at the time of application for a park use permit and where no participants are older than nineteen (19) years of age.
