It shall be unlawful for any person to keep dogs, cats or other animals within the city, except a litter of pups, kittens or other young animals not exceeding five (5) months from birth, in such large numbers as may be reasonably construed to be a threat to the health and well being of the animals or a threat to public health or safety. This section shall not apply to any establishment where animals are kept for breeding, sale, sporting purposes or boarding. (Ord. 01-O-29, 8-7-2001)
