4.1.3.5: EROSION AND SEDIMENTATION CONTROL:
   A.   The erosion of soil and deposition of sediment onto public roads and right-of-way is hereby declared to be a nuisance and dangerous to public health, safety, and welfare.
   B.   The owner, owners, tenants, lessees and/or occupants of property from which erosion of soil and deposition of sediment onto public roads and right-of-way is occurring, shall jointly and severally abate said nuisance through the provision of silt traps, filters, siltation fencing, topsoil/seeding, or similar measures as approved by the Director of Public Works.
